Does slow video have any effect on perceived resolution?

This question relates to the difference between slow video, that is, 7.5 fps / 8.56 fps (NTSC) or 8.33 fps (PAL) in comparison to fast video (30 fps NTSC, 25 fps PAL).

While the frame delay in slow video is noticeable, the human eye is very good at integrating these small differences.
